Maxximus has built a highly-experienced senior management team that provides its clients and business partners with an excellent combination of technical and management skills.


Rafael Lopez, CEO

Mr. Lopez has been running Maxximus, a successful U.S. Government contracting firm since 2000.  After working during and after college for a highly respected firm, he decided to develop a new firm that would apply his intense work ethic, sense of standards and responsibility, and his commitment to protecting people in the work place to the U.S. Government workplace.  He understood that one key factor for the success of the company would be to earn the trust of the U.S. Government and its employees by committing to what he could provide, by executing the work exceptionally well, and by taking the function of protection seriously.  He has earned a stellar reputation in the industry and has maintained a TS Facility clearance based on this corporate culture of earned trust.

Robert Rubin, Executive Vice President

Mr. Rubin joined Maxximus in mid-2008. Before then, he was Senior Vice President at MVM, Inc., a $200M U.S. Government contractor in the physical security arena.  MVM provides protection for U.S. personnel and facilities with more than 3,500 people deployed worldwide.  Mr. Rubin joined the firm in 1999 as President of the Commercial Division, one of the organization’s operational divisions with $5M annual revenue.  After growing the division and increasing its profitability, he was promoted to Chief Operating Officer of the Government Division ($40M) in 2000, and subsequently to the corporate role of Senior Vice President responsible for implementing the strategic plan in early 2001.

Mr. Rubin has been in charge of protecting U.S. Government employees at highly sensitive facilities including the CIA Headquarters at Langley, U.S. Department of Justice Headquarters and the Attorney General’s home, U.S. ICE Headquarters, U.S. Marshal Service Headquarters, Federal courts from Maine to the Virgin Islands, and DEA field offices across the country.  Mr. Rubin has personally been involved in over two dozen U.S. Government security start ups, from California to Baghdad.  Mr. Rubin is considered an industry expert and has spoken and written widely about the subject of U.S. Government security.  He has also traveled widely in support of U.S. Government security functions worldwide, including the Middle East, Eastern and Western Europe, Asia, and throughout the Americas.

Marquis McClure, Vice President-Security Services

Mr. McClure is a retired police officer with the Montgomery County, Maryland Police Department, where he excelled in all of his complex and demanding assignments. Mr. McClure was one of the youngest members of the Department to be assigned to the Special Investigations Division and ultimately to the Washington area DEA Interdepartmental Task Force, where he served for several years.  Mr. McClure was a Deputized Federal Agent, and won accolades for his anti-drug efforts.

After retirement, Mr. McClure founded Atlantic Security Professionals in 1998.  There he provided retired and off-duty law enforcement personnel to clients throughout the region, working on executive protection and static post assignments.  In 2000, Atlantic was awarded a contract to protect the world headquarters of Hughes Network Systems, LLC, the global leader in broadband networks and services, bridging the best of satellite and terrestrial technologies.  In 2005, Atlantic was awarded a contract by the US Army Corp of Engineers to protect the Washington region’s water supply in the post anthrax, post 9/11 environment.

After a decade in business for himself, Mr. McClure joined Maxximus in mid 2008.
